Former member of the Murder Squad of the State Department of Internal Affairs, Igor Svetlov returns to his home town intent on finding the killer of his brother. He soon notices some significant and shocking changes to the residential district - drugs and stolen property are being traded almost openly on the streets, schoolteachers are in fear of their own students, and teenagers operate protection rackets on private shops.
